Yes, I've experienced this behaviour to my utter dismay. Sometimes it helps to change to group navigation mode to overcome this problem. I have no idea what happens but it does for instance the national lottery page in the UK. It makes it impossible to navigate. Interestingly, if you toggle voiceover on and off you will be able to navigate this page but only until you've chosen and activated another link only to come across the same problem. I have no idea why toggling VoiceOver on and off makes the difference but it does in the case of the national lottery page. I tried google chrome but it has similar issues with this particular website.
