Before you do this, did you do a soft reset by holding down th home button and 
power button at the same time for 7 to 8 seconds and let them up and wait about 
5 minutes and the phone will restart and talk and then go to the locked screen

 

Do this with the phone in the home screen

Hi Stacey.

You can easily set your phone to factory defaults, and then plug it in to 
iTunes and activate VoiceOver. You can also ask Siri to "Turn on Voiceover."

To reset your phone, go to settings, general, Reset. You will then see a button 
to Erase all content and restore to factory defaults.

It will then confirm, and after you press Ok, it should start to erase the data.
