OK, I can now safely and concretely confirm absolutely beyond a shadow of a doubt that Apple is wrong in what they say on the dev web site. Yes, you most certainly can! downgrade from I O S 9 back to I O S 8.3. I just diddit, and even restored my 8.3 backup, and it worked absolutely flawlessly.
