This seems to be intermittent. You don't have to close/reopen the window. CMD+Tab away from and back to mail also seems to do the trick. So does toggling VO off and back on. Yeah, it's annoying.
There seems to be some broken things with Safari, too, but they've been around a while. Notably, some tables don't read at all or get stuck.
