Hello, I, too, had terrible problems remapping my capslock key as a screen reader key in VmWare Fusion. I had to follow instructions given on the list and on applevis.com by Erik Caron a while ago.
In order to achieve this, I first had to set my capslock key on the mac side to "no action" using system preferences/keyboard. This means that I cannot use capslock on the mac side. This doesn't worry me so much. Then I had to download two applications: Karbiner and Seil. I can't remember now whether these two apps are free or not. If you wish, I will send you Erik's instructions how to do this, or else you can possibly find them on applevis.com website by searching for remapping capslock key. The two applications, Karabiner and Seil used to be called something different at the time of Eric's post, so don't get put off by this. Finally, I still had to use sharks on the Windows side to remap insert key to capslock key to achieve what you are trying to do. This is however doable and it will give you the functionality you require.
