Hi,

All works fine for me within the iCloud pane.  When I interact with the 
Services group, there are four items.  The Services Table for 
selecting/deselecting the services you wish enabled on your Mac, Vo-right to 
the total storage in your iCloud account, VO-right again to the amount of 
storage you have left on your iCloud account, and VO-right once more to the 
Manage Storage button.  Also, navigating around the parent level of the 
Services group works normally as well.  Not sure what’s happening in both your 
cases.  Does VO announce any of these items in the Services group or does it 
start the gobbly thing right away when you try to move some direction.  No 
help, but it did make me smile to think that you were getting gobble gobble 
sounds during the American Thanksgiving weekend :).
