Hi, yes you can do this just fine using VoiceOver.  Simply press VO+Shift+M to 
open the shortcut menu and choose Open.

Of course, do be sure the app you want to run is actually legitimate and 
obtained from a reputable source, else all the effort OS X has put into helping 
you will have been for nothing.  I don't know many apps now not signed though, 
except for my own software and software that was never intended for the Apple 
ecosystem.
