Hi Tim,
Thanks. I use a wired headset. I did not think of unplugging it but
once I got past the startup manager, tho volume was low, I finished the
clean install. I did not want to be pressing too many keys so struggled
along.
Boot up is much improved but still not there. Just before I did the
clean install, I did hear "finder busy". I will run Activity Montor and
see if I can fix things with that.
Migration Assistant was good, I did not have to make many changes
that I did in Mountain Lion after the last backup.

Hi,
do you use something other than the usual system sound when you use your Mac
normally? If so, that device may not properly activate when booting from an
external source. Is it possible that your volume is simply too low to be heard
when VO turns on? When you startup from the USB source, wait the appropriate
amount of time, anywhere from one to 3 minutes depending on the sped of your
Mac and the speed of the external media connection. If you've waited that
time, press cmd-f5 and wait again for about 10 seconds. Sometimes, VO takes a
bit to pipe up if things are going on in the background. If you still don't
hear any VO speech, try pressing VO-cmd-left arrow three times then press
VO-cmd-up arrow which should turn up the volume. VO is a part of the Mac base
system, so, it should be available to you during all aspects of the
installation. I've used VO in this manner booting from a USB stick, an
external HD and even from a network installer without issues. Another option
to e
nsure that your volume is at a normal level is to reset your PRAM. To do this,
restart your Mac, then as the Startup Chime is sounding, hold down your
command, Option, p and r keys all at the same time. Continue holding this key
combination down, your Mac will make the Startup Chime noise again. Allow it
to make three extra Startup Chime noises, then release. Let your Mac start up
then restart it again with your bootable USB device and see if VO can be heard.

Tim,
I tried again. Plugged the bootbale USB drive in, restarted, got the the
startup manager, no speech. Conmad F5 did nothing. The bootable drive was not
listed anyway so I aborted. Verified that the Mavericks installer was still on
that drive.
I need to get that speech before I proceed. Any ideas? Thanks.

Hi,
Yes, once VO is on at the Language Chooser window, it is on and accessible all
the way through the installation. There are a few occasions where you may need
to use the Window Chooser (VO-f2-f2), but all options are fully accessible with
VO.

I am not getting the information I need to do this right. When I did the
upgrade the first time, I did not erase the drive as I thought I would,
probably because I missed getting Voiceover at each step.
So what I need is, will Voiceover speak all the way, will I need to turn it
on at certain steps etc?

After 3 days or so of running Mavericks, I still have issues after
login. So I may reinstall and this time wipe the hard drive.
I created the bootable USB drive so that is fine. What I need now is
an outline of the process once the Mac boots from the USB drive. I had
trouble getting Voiceover to speak at each step so I would like to do
this right. Thanks.
