Dear Allison,

I'm really struggling to find an answer to this.  i've just opened Numbers and 
started a new spreadsheet with a blank one.  Having interacted with the sheet 
layout area and the table with vo+shift+down arrow,  I was able to navigate 
around with vo+arrow keys as well as tab along the row.

Are you trying to format and use a blank sheet, or are you trying to read an 
existing sheet?  Or, have you chosen any other template except for the blank 
one?  I've never used other templates listed in Numbers apart from the blank 
one.
