In the Verbosity category in VoiceOver Utility, there are five tabs. The Text tab covers most of what you're talking about. I also turn Hints off as I can get the hint for any item by pressing VO-Shift-n.
Remember that all the VO commands can be found by doing VO-h-h and VO-k will allow you to test any command before issuing it. You can also create activities with their own specific settings. I have an activity for Mail which has as low verbosity as I can make it.
