I've always thought of PDF as a consumption format rather than an
editable document. Sort of like an mp3. You create an audio file in
something with multiple tracks that you edit and such and when you're
done you export to an mp3. Likewise you edit your document in Pages or
the like and when you're done you can export to PDF. Once exported it's
really hard to make any additional changes.
