I was under the impression that the at sign was what you needed to use. Using 
jaws for Windows, if you type of person's name, you should see a list box of 
suggestions. Pressing enter on that will tag the person. This doesn't seem to 
be at all reliable, and I don't find other screen readers able to do this on 
windows. It seems I tried it with voiceover on the Mac, and wasn't successful, 
but I could be wrong about that.
