Hi,

What usually works for me, when you place items in the Public folder,
You highlight the file you want to share and press control option m for a 
context menu. Arrow down and I think you'll find Copy Public link.

Then paste that link from the paste board into your email message.

This method still works for me, though there may have been some new 
developments of which I am not aware, and these may be preferable.
