Hi, I would agree that it is likely a Apple ID change that is causing this issue. If you changed your Apple ID, then the documents within the Mobile Documents folder do not belong to the new Apple ID, thus you do not have permission to open them. I don't believe that this is any way a measure of the reliability of Apple's iCloud service. You might be able to get around this by copying the Documents folder from the com~apple~TextEdit folder in your Mobile Documents folder onto your Desktop, then doing a Get Info on the folder. Once the Info window is open, navigate to the Sharing & Permissions section and then in the Actions pop-up menu, apply the permissions to all enclosed items. You'll likely need to unlock the lock first but after this, the permissions of the items in that folder should now belong to you.
