The second click tells it that you do not want to adjust it, but to drop it all the way. Note that you will never be able to do this if such an action hides an essential window that means you cannot effectively use the app. I can move splitters with double-click to remove informational windows in Automator; I can't remove any windows that are essential to my using the application.
