In System Preferences there is a Startup Disk button and in there it will scan all your drives allowing you to choose which one to boot from. That means the drive (internal or external) will need to have a bootable OS on it. There might be some limitiations depending on the vintage of the hardware as far as booting from USB or Firewire. I think most anything in the last few years will do Firewire. I don't have a USB drive so I'm not as familiar with booting from those.
The utility is called Disk Utility and is in the utilities folder which you can get to from the finder using apple-shift-u.
