With the install DVD you can only change an existing users password not create users or give them admin permissions.

Any suggestion is greatly appreciated. The short answer is NO. This is not windows so without an administrators password you cannot install/remove most applications or any updates at all. If your friend has been doing this ask them how the have. Alternatively if someone set up the system for them find out the password from them. you can always check which accounts have been setup by looking in the /Users Folder on the root of the HD there will be all the accounts listed as their short names which do not contain spaces and are all lowercase. Worse comes to worse. backup all their data then do an "Archive and Install" with the original install dvd and DO NOT copy their account when it asks you to but make a new one with admin privileges and a standard one for regular use. make the passwords easy to remember but hard to guess.
