While I haven't used any iPod Shuffle since the first generation Shuffle, 
before iTunes 8 added copy and paste capabilities it was possible to manually 
move tracks onto the iPod with VoiceOver's drag and drop.  For example, you 
could select multiple tracks from a library (either contiguous or 
non-contiguous) and use the Command-Shift-N shortcut to create a new playlist 
from selection.  Then you could use VoiceOver's drag and drop to move the 
selected playlist in the sources table onto the iPod, and manually transfer 
content.  In fact, you could create a folder for playlists you wanted to 
transfer to the iPod, use VoiceOver's drag and drop to move playlists to the 
folder from the sources table, and then drag and drop the folder onto the iPod. 
 If I were merely trying to manually manage content on the iPod (and not use 
playlists), I would just create a master playlist -- probably a smart playlist 
that combined several playlists, but it could just be a combination of several 
playlists -- and use VoiceOver's drag and drop to move that onto the iPod.  
It's less convenient than copy and paste, but perfectly possible.  You can find 
instructions about this in the old list archives.

I have the last but one version of iTunes (version 8.2, prior to the release of 
the iPhone 3GS), and it's still perfectly possible to copy and paste onto the 
iPod.
