On a first guess, I would say you have an issue with your network. what does running

> curl -O -R https://packages.macports.org/libiconv/libiconv-1.15_0.darwin_18.x86_64.tbz2

give ?

It would also help post the complete logs referred to below.

I doubt Xcode 10.2 has anything to do with this.

This problem has persisted without change for over a week, and with all ports I’ve tried to install.

Likewise, on my desktop: On return from travel (see laptop) after performing system updates (including xCode) I went to updage my existing ports and found what appears to be the same port download problem:

Inspection of logs does not reveal anything useful (to me).

On both systems, when I run diagnose, I get an indication that xcode 10.2 is not supported:

However, when I try to find some indication on the macports web site, or via google, I’m unable to find anything regarding xcode 10.2/macports problems.

I’d very much appreciate any advice that will help me get macports running again on the desktop, or up and running on the laptop.
