The MacPorts source code was moved to git and GitHub and the pull request workflow in 2016. I was one of the few who didn't know how to use git at the time and relied on the expertise of other contributors to get up to speed. The documentation that was created at that time is here: WorkingWithGit trac.macports.org It is aimed at those familiar with Subversion, which is how we stored our source code previously, but may help even if you're unfamiliar with that.  If not, git and GitHub are very popular and there must be a billion tutorials you can find on how to use it.
