No problems when opening or building with an overlay project. I get that error when publishing a change after the initial deployment.

As for the error you see, m2e-wtp/overlays/web-resources-6.0.0.5-SNAPSHOT.war tells me you're depending on a war archive. As a workaround, you can try having web-resources-6.0.0.5-SNAPSHOT opened as a project in your workspace, it may work, or not.
