Depends on the class and page style you use. With a KOMA-script class, just use \chapterpagestyle{empty} (memoir might have something similar), else, if you use pagestyle "fancy", use \fancypagestyle{plain}{% \fancyhf{} \renewcommand{\headrulewidth}{0pt} \renewcommand{\footrulewidth}{0pt}} else, you have to redefine \chapter.
