Neither, actually. I have, for example, <Cmd><Shift>-I R mapped to dialog-show-new-inset ref in my custom shortcuts, and I can then insert cross-references using only the keyboard. Look at LyX > Preferences > Editing > Shortcuts (and see §C.2.2.2 of the User's Guide). BH
