I'm a big fan of putting title pages together in Scribus. It allows you to be anally particular about where things go, what fonts you want to use, etc. I also find that it's easier to use for layout work than OpenOffice. When you're done, you can export your masterpiece as a PDF and then include it in your frontmatter.
For very finicky layouts (that only need to be done once), I much prefer to use a dedicated layout program over ERT. The downside, is, unfortunately that you won't get the automatic headers and footers unless you add the appropriate macros in your document preamble: \author{} \title{} ...
