Same problem here (LyX 1.6.1, Win XP), so it's nothing
platform-specific. I wonder if maybe the fact that you have no text
(other than that one early quotation), just section headings, is
confusing LaTeX. If you stick some "text" in various places after the
section 6 heading, even if it's just hard spaces, you can change what
comes out.
