Open a DOS prompt and run 'kpsewhich pgf.sty'. It should return the path to the file (usually <miktex>\tex\latex\pgf\basiclayer\pgf.sty). If not, try clicking "Refresh FNDB" in MiKTeX's Settings application, then check again. If it still does not find pgf.sty, try reinstalling the PGF package. (You should not need to reinstall Beamer.)
