Depends on which tt font you want to use. LyX can scale LuxiMono and BeraMono 
via the Font GUI as of 1.5.0. Just adjust the scaling in the "Scale" widget 
after the "Typerwriter" combo, which becomes active for the supported tt 
fonts.

If you want to use Courier, there's a specific package and font set for this 
issue:
http://tug.ctan.org/tex-archive/fonts/psfonts/courier-scaled
Install it and insert
\usepackage[scaled=0.9]{couriers}

The (default) Computer Modern tt font cannot be scaled, AFAIK.
