Confirmed! I placed this: \usepackage[T1]{fontenc} near the top of my layout file, and the underscores assumed their correct length. Just to make sure, I removed that line and the underscores were once again much too short. Good work Paul. Nice job of exploiting the differences to come up with a root cause!
