You problem was that you set the document encoding explicitely to "latin 1". But the €-sign is not in this encoding. As described in the UserGuide, the safest way is to use the default encoding of the chosen document language. LyX will then take the right encoding.

Btw. - for "..." LyX provides a special character, see the UserGuide
- between units and numbers, like in "100 €" is a half space, see e.g. the appendix A of my German math manual:
