question about section problem with bibliography

I have come across a strange situation where the output for my references is appearing below the section heading (see attached picture). I'm using the article class and normally references appear in the proper \section* format. However, something is bad in this case and the references appears below the section. Does anyone have any suggestions to look at or ways to fix this? I've used the BibTeX generated bibliography a number of times and never had this issue come up.
