Ctrl+m to get math (if you don't
have math active already.) Then enter
this without the quotes, but _with_ the spaces:
"N^\log _b (a)"


An alternative to entering "\log " is to get
the log function from the math toolbar
(or the math panel, if you have an older LyX)
The panel/toolbar has a list of all usual math functions,
and will set them upright (unlike "a", "b",and "N" which
will be itialic) This is standard notation.

I guess you have been using the text-in-math font
to make the "log" upright, that may
also cause the "_" to appear like it does in normal text.
Don't mess with the fonts, it is not necessary for writing this.
