It's in the 'genmisc' package.
Sometimes individual style files (such as time.sty) are bundled into a
collection with a different name. I've found the best bet is to use the
CTAN search-by-name feature (http://www.ctan.org/search.html#byName) to
locate the style file. This case is a bit trickier: CTAN reports it's
in macros/generic/misc/, but "generic/misc" ends up being the genmisc
package in MikTeX.
