Just to be sure we're not talking at cross-purposes, the process is as
follows?
1. Source table and destination table both exist.
2. Highlight a rectangular block of cells in the source table and copy
to clipboard.
3. Insert the cursor in any cell of the destination table and paste
(not paste special or paste external, just Edit->Paste).
This works fine for me. In fact, it works better than in earlier
versions, in that the target need not have compatible dimensions. If
the cursor position in the target is the upper left cell of a block of
compatible dimensions, the clipboard contents gets pasted in its
entirety. If not, LyX pastes just the cells that fit within the target
table.
Odd that this works on Windows and not on other platforms. (Odd that
*anything* works on Windows and not on other platforms.)
