Nope, there is a bug somewhere. LyX supports latin9, the encoding used for the euro, and I have inserted it directly before. Notice the attached lyx file it has the euro sign, but the only way to see it in lyx is to change the font encoding to iso8859-15 (latin9) and that can only be done in lyx-xforms.
