Don't know about LyX 1.4.x, but in previous versions you simply right 
click on the table and then click on the Row [Add] button.

Alternatively, use the following magical key combination:
  Alt+m, w, i
and for adding columns you use
  Alt+m, c, i

The 'i' means 'insert'. If you want to delete a row/column use 'd' 
instead of 'i'.
