The problem LyX's hardcoding of the typeface:

 \IfFileExists{url.sty}{\usepackage{url}}
                       {\newcommand{\url}{\texttt}}

this is only valid, when url.sty doesn't exist.
url.sty is part of every distribution ... the above
line is superfluous.

The url gui should be edited to allow hyperrefs
