Thank you for the tip.

I added "\usepackage{soul}" to the preamble and can now do things like 
this now (in an ERT):

ul{test-ing}

But might there be a way that LyX (1.3.5) can take advantage of soul.sty 
automatically (without any ERT on my part)?
