I writing with Koma script book style.
In several books I can see that quotations
appears:
Smith said: "blah blah blah".
in others appears:
Smith said: "blah blah blah."

Which is the correct?

The second one is the correct form.

However if the sentence you are writing requires punctation other than a full stop, then this must go outside the quotes.

For example

Does Smith say "blah blah blah"?

Here the sentence is a question and so the punctuation is outside the quotes. The same applies for exclamation marks
