I really can't understand the problem. See the attached lyx example. The tex file seems ok, but I guess I am missing something ?

In general it is easier to insert the optional title as ERT, otherwise you have to be realy sure, that all macros are robust. If you use pdflatex with hyperref, then you should always use \section{\texorpdfstring{TeX}{PDF-Bookmark}}
