First, a minor correction: the preferred location on the Mac for your additions to the texmf tree is within ~/Library/texmf. (Thus, .bst files should go into ~/Library/texmf/bibtex/bst.) This should have no impact on LyX finding the files, however.
My best guess is that you've forgotten to run texhash (as root). After installing any new latex file, you must type "sudo texhash" in a Terminal window (giving your administrator password when it asks), so that latex can find it. Edit>Reconfigure within LyX won't help unless latex can find your files first.
