I don't know, whether this is much of a help - it's rather an idea. Under Mac OS 10.3.2 I manually had to set the language in a file. Check out Ronald Florence web-site

for the instructions and maybe you or someone else on the list knows which is the correspondig file on your System that needs to be changed.
