IMHO, the spellchecker interface is still incomplete. Just tested on lyx-qt
1.3.3.It tries to call ispell with the language set in
Layout>Document>Language, but this fails e.g. when my default is German with
inputencoding (latin-1) and the document is in English.
I had to change the settings in Edit>Preferences>Language>Ispell to solve
this (and it did not work for still unknown reasons).

We need to enhance the Ispell preferences GUI to provide settings for
different languages. Besides the inputencoding, also the private dictionary
is usually language dependend.
