There was a long discussion about this on the Czech TeX NG some time ago and the conclusion is that true TeX cannot work with space in the filename, because some parts of its internals are using space as a separator. AFAIK, only MikTeX includes some workarounds to tex.exe (de facto breaking TeX license) which makes it work.
