Unfortunately, those strings are hardcoded in the bibtex style files and don't recognize babel. You must either look for a french bst file, create one with custom-bib or edit your bst file. For the latter, save a copy of the bst file and change the strings "and", "PhD thesis" and so on inside the bst file. The relevant strings are inside quotes.
