I think, that it should be allowed (and it is the responsibility of everyone, what he does), but on the other hand I am pretty sure, that it is not the issue, where some agreement can be found, because it is (I am afraid) a pure religious issue. As of current support of BibTeX fields in amsrefs, I believe that intent is clearly to support everything, although it seems to me that @inproceeding were not correctly translated in my database.
