I believe, that most the packages used by LyX are part of the
tetex, which is the standard TeX distibution on Unixes. Try to
file these two commands in the console as a root:
texhash
/usr/share/lyx/configure (or whenever there is a LyX directory on
Debian)
Then restart lyx (as a normal user). If it doesn't work, then I
would suspect, that there is something screwed up with the
installation of your tetex. Try to check, whether you have
installed all packages of tetex.
