Interesting ... I made a minimal lyx file as you suggested and the problem
does not occur.  The problem manifests itself when I create a document from
a template -- I tried the docbook and linuxdoc templates.

I put a sample of each file on the web here:

The minimal lyx file is "eps-test.lyx" -- this one looks OK.

The lyx file from a template is "eps-test2.lyx" -- this one has two figures,
both scaled to 75% of the page.  Within lyx it looks OK, however DVI, PS and
PDF do not scale the figures properly.

The original eps figures are available in the above directory as well as the
resuling PDF files.  Thanks for your help.
