This is probably not new. We have had problems of this kind for a while. I assume you have the Keep box checked?
Also, and this is more of a feature request, it would be nice to be able to take the frame (or section, etc) in this panel and drop it anywhere else it should go.
Worth a bug report (enhancement request).
In the same line of thought, being able to select several elements in this panel and move them together up or down would be very convenient too.
