What you're asking about, I think, is what Qt calls a 'tooltip'.
In LyX 2.4.1, there will be a tooltip for cross-references:

It will show the cross-reference number (e.g., 1.1) or, in the case of
formatted references, the format string (e.g., section 1.1). Note that
there is also now an option to show formatted references in the work
area. This is under Document> Settings> Document Class.
