I don't think that anyone is opposed to the idea, but it requires developers willing and _able_ to port to the iPad.
I think that your hope would be in finding some programmers already familiar with iOS, and somehow getting them excited about LyX.
At one point, I wanted to create a couple of apps for Android. I've taught Java programming for a university; but, when I saw how much I would have to invest in learning the peculiarities of the Android interface, I lost nearly all of my interest in the two projects. I assume that the demands of programming for iOS are similar.
